[C4 Rides] SAMBO

The SAMBO will continue to start at 8AM until further notice.  We had a 
conversation about when and whether to move the ride, and the consensus 
was to keep it where it is until the cold becomes too much on a 
continuing basis.  For the past 2 years, that has occurred sometime 
after the first of the year.
